Response to Questions Submitted

MDCH received more than 550 individual questions about the Request for Proposal as a result of the December 5, 2005, bidder meeting and the December 2, 2005, deadline for written questions. Based upon a review of all the questions, some common themes, similarities, and duplication of the questions were identified. The following information or expansion upon the language contained in the original RFP is provided for potential applicants as local proposal(s) are developed. The intent is to respond to all of the questions submitted in a broad and comprehensive fashion rather than address each question point by point.

Voices from the Front: Recruitment and Retention of Direct Care Workers in Long Term Care across Michigan

Severe shortages and turnover among direct care workers in long term care affects the quality of care as well as local and state economies.   Demand is expected to increase significantly with the aging of the population.

Home Equity Conversion Mortgages and Long Term Care

Executive Summary

Full Report

This study examines the extent to which reverse mortgages could be used to finance services or long-term care insurance. The author notes that about 8.8 million middle-income households age 62 and older “… without other resources might benefit from using reverse mortgages to help pay for needed home care. However, it is not likely that this mechanism will play a major role in financing long-term care.
